Machines as "Art Installations"

I think we've had a few of these machines pictured on the site before, but I don't remember this one.

An "art piece" in Washington, Virginia, USA. Is this an Intertype with a Linotype plate added to the top?

Why do they always feel compelled to give them a coat of paint?
